A case without a petitioner

In a case without petitioner, "In view of Letter dt. 21.12.2024 of Ld. Secretary General based on order dt. 11.12.2024", only P. K. Shahi, Advocate General appeared because there being no petitioner, no Advocate from the side of the petitioner appeared. On January 10, 2025, Patna High Court's Division Bench of Chief Justice K. Vinod Chandran and Justice Partha Sarthy passed an order which reads:"Registry is directed to serve a copy on the office of the learned Advocate General, who shall get instructions by the next posting date. Post this case on 24.01.2025."

On February 7, 2025, the High Court's Division Bench of Acting Chief Justice Ashutosh Kumar and Justice Partha Sarthy passed an order. It reads:"Let the Member Secretary, Bihar State Wetland Authority, Aranya Bhawan, Shaheed Peer Ali Khan Marg, Patna be added as respondent no. 3, during the course of the day. 2. Let Court notice be issued to the newly added respondent no. 3 (the Member Secretary, Bihar State Wetland Authority) to respond as to what steps have been taken for ground truthing of the three wetlands identified in the State of Bihar. 3.The issue arose because of the ISRO having reported that the area of wetlands have increased considerably over a period of time. 4.To manage such wetlands, authorities have been constituted in Union Territories and the States who have to take pro-active steps in conserving the same. 5.The next process after identification of such wetlands in a State is to make efforts at ground truthing i.e. preservation of such lands. 6.The only authority which could respond to our queries would be the Bihar State Wetland Authority (newly added respondent no. 3).7.The Court notice shall be issued to newly added respondent no. 3 within a period of two weeks. 8.Any responsible officer of the Authority shall be competent to swear the affidavit and inform us about the steps taken towards conservation of such wetlands. 9. .Re-notify on 07th of March, 2025."

On April 25, 2025, the same High Court's Division Bench passed an order. It reads:Mr. Amish Kumar, the learned Advocate has filed an affidavit on behalf of the newly added respondent No. 3. 2. We appoint Ms. Anukriti Jaipuriyar, the learned Advocate, as an amicus in this matter, who shall assist this Court after going through the affidavit filed on behalf of respondent No. 3 on the next date. 3. Re-notify on 9th of May, 2025. 4. Henceforth, the name of Ms. Anukriti Jaipuriyar, the learned amicus, shall be printed in the cause list.
