प्रधानमंत्री नरेंद्र मोदी के स्वच्छ भारत अभियान में कॉरपोरेट इंडिया भी बढ़-चढ़कर हिस्सा ले रहे हैं। टीसीएस औरभारती फाउंडेशन गांवों और स्कूलों में शौचालय बनवाने पर 100-100 करोड़ रुपये खर्च करेंगी। टीसीएस ये रकम देश भर में 10,000 स्कूलों में शौचालय बनाने पर खर्च करेगी तो भारती फाउंडेशन लुधियाना के गांवों और स्कूलों में शौचालय बनवाएगी।

भारती फाउंडेशन लुधियाना के ग्रामीण इलाकों में शौचालय बनवाएगी। अगले 3 सालों में भारती फाउंडेशन शौचालय पर 100 करोड़ रुपये खर्च करेगी। भारती फाउंडेशन सरकारी स्कूलों में लड़कियों के लिए शौचालय बनवाएगी। भारती एयरटेल और भारती इंफ्राटेल भारती फाउंडेशन का साथ देंगी।

कल ही आपको खबर दी थी कि टीसीएस देशभर में 10,000 स्कूलों में शौचालय बनवाएगी। लड़कियों के लिए शौचालय बनवाने पर 100 करोड़ रुपये खर्च करेगी।

दूसरी तरफ रिजर्व बैंक की रीस्ट्रक्चरिंग का आइडिया बैंक के मिडिल मैनेजमेंट का है, गवर्नर का नहीं। गवर्नर रघुराम राजन और दूसरे डिप्टी गवर्नर इस आइडिया को आगे बढ़ाने का काम कर रहे हैं। सीएनबीसी आवाज़ को मिली एक्सक्लूसिव जानकारी के मुताबिक आरबीआई की रीस्ट्रक्चरिंग का आइडिया बैंक के टॉप मैनेजमेंट और स्टाफ की मीटिंग के दौरान सामने आया। इस मीटिंग में आरबीआई के चीफ जनरल मैनेजर और रीजनल मैनेजर शामिल थे।

रीस्ट्रक्चरिंग के तहत आरबीआई के 21 विभागों को 5 ग्रुप में बदलने की योजना है। इनमें से एक ग्रुप आरबीआई के आंतरिक मामलों को संभालने के लिए होगा और इसके लिए सीओओ की नियुक्ति का प्रस्ताव है। सूत्रों के मुताबिक आरबीआई में प्रस्तावित ये बदलाव आंतरिक है, इसलिए इस बदलाव के लिए सरकार की मंजूरी की जरूरत नहीं है। हालांकि सीओओ की नियुक्ति के लिए सरकार की मंजूरी की जरूरत होगी।


मेरा आलेख का मुद्दा बेहद गुरुगंभीर है इसलिए डिनर के पहले फलरस की तरह उस पर तनिक चर्चा की इजाजत चाहता हूं।

मेरी मां का मैका ओड़ीशा के कटक जिले के बारीपदा में है,मैंने कई बार लिखा है।मेरे गांव में कोई शौचालय नहीं रहा है।लेकिन हमारे डाक्टर चाचा दिवंगत छोटोकाका छोटे बड़े से लेकर घर भर के स्त्री पुरुषों की शौच का इंतजाम को पहली प्राथमिकता देते थे।हालांकि कमोड की व्यवस्था न थी,लेकिन घिरा हुआ शौचालयघर में शुरु से था।

पेड़ की डाल शौच गड्ढे पर डाल दी जाती थी।जिसपर फारिग होने का मजा ही कुछ औऱ था।हालांकि हम बच्चों को खुले में नदीकिनारे कहीं भी शौच में मजा ज्यादा आता था।लेकिन बसंतीपरु की महिलाएं किसी भी घर में शौच के लिए कभी घर से बाहर नहीं गयीं और हर घर में उनके लिए कच्चा शौचालय था।

हमारे छोटो काका भी गजब के थे।विश्वसाहित्य का चस्का उन्होंने ही हमें लगाया तो हरित क्रांति के मुकाबले उनकी कारस्तानी ही कुछ और थी।

शौचालय का गड्ढा भर जाने के बाद नया शौचालय बना लेते थे वे।माटी से भर देते थे पुराना गड्ढा।तो गोशाली का सारा गोबर भी पोखर में जमा किया जाता था। फिर मनुष्यऔर पोखर का गोबर माथे पर ढोकर खेत में छिडकवाने का काम हमारा।

वे घनघोर नास्तिक थे और विशुद्धता के खिलाफ पुरदस्तूर म्लेच्छ।हम भी अपने चाचा के नक्शकदम पर चलते रहे हैं।


हमारे घर में दो बातें खास थीं।एक तो हमेसा कुत्तों का कोई जोड़ा आगन्तुकों की सुरक्षा जांच में लगा रहता था और चूंकि हमारे घर से दूसरे गांवों का रास्ता निकलता था,तो राहगीर सारे डर डर डर कर निकलते थे।घर में रात दिन कचहरी लगी रहती थी तो अतिथियों की भी भरमार थी।

मिट्टी की दीवार और फूस की छत वाली झोपड़ियों के उस जमघट में पेड़ों की चाया सर्वत्र थी और थे चारों तरफ जहरीले सांप।कभी भी कहीं भी नाग  का दर्शन हमारे घर में आम रोजमर्रे की जिंदगी थी।

सर पर सांप,पांवों से लिपटता सांप,नलके के पर सांप,गोशाला में सांप,पांव से लिपटता सांप,तमाम तरह के दृश्यबंध आम थे।

हमारे पूरब के घर में जहां हमारी ताई रहती थी,कभी कभार सांपों की ब्रेगेड रैसी भी हो जाया करती थी और उस घर के सामने हमारी नानी और दादी करहस्ते खड़ी रहती थी उनकी सुरक्षा के लिए।

वे अपनी सभा खत्म करके चले जाते तो फिर रोजमर्रे का कामकाज शुरु होता।

हमारे शौचालय में वैसे कोई दिक्कत न थी लेकिन जिस डाल पर बैठकर फारिग होने का इंतजाम होता था,उसपर कभी कभार सांपों का लिपट जाना आम था।

यह किसी भी अजनबी के लिए आतंककारी था तो अतिथिगण हमारे शौचालय में फारिग हो जाने के बजाय नदीकिनारे का रास्ता पूछते रहते थे।

मेरी बहन भानू को हांलांकि निरिविष सांपों ने दो दो बार काटा,लेकिन मच्छरदानी तक में घुसकर सीने पर भी लेट जाने वाले काले नागों ने अब तक किसी को डंसा नहीं है।

हमारे घर का भूगोल भाई पद्दो,अरुण और पांचू और भतीजे अंकुर की कोशिशों से माटी की दीवारों और फूस की छतों से मुक्त हुआ है,ऐसी खबरें मिली है।

मां के निधन के बाद सिर्फ एकबार करीब सात साल पहले घर जाने की वजह से मैंने पक्के घरों का नया नजारा देखा नहीं है।लेकिन घर में मां पिता ताउ ताई नानी दादी से लेकर भतीजे विप्लव तक ने माटी के दीवारों के मध्य आखिली सांसें ली हैं।

हम बचपन में कभी भी सर्पदंश के शिकार हो सकते थे।सांपों के डेरे हमारे लिए खेलागर थे।एक साथी तो खेलते खेलते हमारी आंखों के सामने सर्पदंश से सिधार गया।तब सर्पदंश से नहीं डरे तो अब सांपों से क्या डरना।

शौच पद्धति ग्रामीण होने की वजह से हमारे गांव में कोई बगावत लेकिन हुई नहींषइस पर तुर्रा यह कि मेरी मां तो ओड़ीसा से नैनीताल की तराई में अपने नाम पर बसे गांव में दाखिल होने के बाद मैके गयी ही नहीं और गांव से बाहर दिनेशपुर तक उनका सरहद था।हमने अपना ननिहाल भी नहीं देखा।

सविता की शुरुआती पढ़ाई कोटद्वार में सरकारी क्वार्टर से हुई क्योंक उनके पिता और भाई रामगंगा परियोजना में काम कर रहे ते।इंटर पास करने के बाद वे कुंवर धर्मवीर साहेब के धर्मनगरी गांव में अपने मायके में दाखिल हुई और बिजनौर में कालेज की पढ़ाई के दौरान निगार की सहेली होने की वजह से हाकी और क्रिकेट के खेलों की वजह से रजिया जैदी के नवाब खानदान की धर्मबेटी भी बन गयी।

बिना बारात शादी करके उन्हें लेकर बसंतीपर लौटते वक्त कीचड़ सने रास्ते पर पैदल उतरने के अलावा चारा न था तो नई दुल्हन ने नीचे उतरने से मना कर दिया।दोस्त विवेक कहीं से रिक्शा लेकर आया तो वे घर तक पहुंची।इसी दरम्यान मुझें दो त्याग करने पड़े।चेइन स्मोकिंग छोड़नी पड़ी और अपनी उत्तराखंडी नैनीताली पहचान दाढ़ी भी,जो अब मेरे जीमेल प्रोफाइल में ही कैद है।

सविता शौचालय के बंदोबस्त देखकर आग बबूला हो गयी।घर में अलग बाथरूम भी न था।पिता ताउ से कह नहीं सकती थी और हम पर भरोसा था नहीं तो पद्दो और अरुण को फरमान दे दिया कि कुछ भी करो,पहले बातरूम बनाओ और शौचालय भी।

तब पांचू बहुत छोटा था।हमारे दोनों भाइयों ने सीतामइया के आदेश का देर सवेर पालन कर दिया और अब तो पद्दो फोन पर अपनी भाभी को कमोड तक की दावत देने लगा है।

सविता को खास तकलीफ सांपों से हुई।कुत्तों को उनने साध लिया लेकिन सांपों के आतंक के मारे बसंतीपुर में उनकी तमाम रातें आतंक की उनींदी रातें रहीं।

बचपन से लेकर अबतक मुसलमान,ईसाई और आदिवासी परिवारों के साथ अंतरंग पारिवारिक ताल्लुकात रखने की वजह से बंगाली शरणाऱ्थियों के उस गांव में भी हमारे परिवार में जाति धर्म भाषा की दीवारे तोड़कर शादी व्याह की शर्त लगाने वाली बंगाली कम पश्चिम उत्तर प्रदेश की चौधरानी ज्यादा सविताबाबू मोदी को उनके हिंदुत्व एजंडे के लिए खासा नापंसद करती हैं।

हम लोगों ने बांग्लादेशी कथाकार अबू बकर सिद्दीकी का शौटालयक्रांति पर लिखी लाजवाब कहानी भी पढ़ रखी है।

इसके बावजूद लालकिले की प्राचीर से प्रधानमंत्री की इस शौचालय क्रांति का उन्होंने तहेदिल से स्वागत किया और बोली कि स्त्री सशक्तीकरण के लिए यह अनिवार्य है।

लेकिन जब इस शौचालय क्रांति से जुड़े कारपोरेट और पीपीपी फंडा की बातें हमने शुरु की,फौरन उनका बयां था कि यह तो महिलाओं के कंधे पर बंदूक रखकर देश बेचने का कार्यक्रम है।

मेरे घर में चारों तरफ सांपों की अबाध अविराम आवाजाही के बावजूद सर्पदंश से हम मुक्त रहे हैं।लेकिन हमने बसंतीपुर में ही दूसरे घरों में सर्पदंश से नीले पड़ झाग उगलते लोगों को चंद मिनटों में दम तोड़ते देखा है।

वे सारे किसान हैं।

हम अंधेरी ग्रीष्म की अमावस्या रातों में भी बिना टार्च खेतों के मेढ़ों पर,नहरों के किनारे बखौप चलते रहे हैं,जहां सांपों की मौजूदगी सबसे ज्यादा होती है।

नैनीताल में हमें जाडों की दोमहीने की छुट्टियां मिलती थीं तो गरमियों में भी छुट्टियां।इस अवधि में परीक्षाओं की तैयारी से ज्यादा जरुरी था हमारे लिए खेतों खलिहानों में मोजूदगी,खेत के काम में हाथ बंटाना।

मसलन एलआईसी के चेयरमैन एस के रॉय के मुताबिक मौजूदा कारोबारी साल में एलआईसी बाजार में कुल 50,000 करोड़ रुपये का निवेश करेगी। एलआईसी के चेयरमैन एस के रॉय ने कहा कि वो फाइनेंशियल, आईटी और एफएमसीजी सेक्टर को लेकर काफी पॉजिटिव हैं। एफएमसीजी सेक्टर में काफी अच्छे अवसर हैं। बाजार में वित्त वर्ष 2015 की पहली तिमाही में लक्ष्य के मुताबिक निवेश किया जा चुका है।

इंश्योरेंस में एफडीआई के मुद्दे पर एलआईसी चेयरमैन एस के रॉय ने कहा कि इससे एलआईसी के लिए कंपिटीशन बढ़ेगा क्योंकि निजी कंपनियों के पास पूंजी आएगी और वो नए प्रोडक्ट भी लॉन्च कर सकेंगी। निजी इंश्योरेंस कंपनियों की पूंजी बढ़ने से फायदा होगा। इंश्योरेंस में एफडीआई की सीमा बढ़ने से नए प्रोडक्ट आने की उम्मीद है। निजी कंपनियों की डिस्ट्रीब्यूशन की टीम बढ़ सकती है। एलआईसी शुरुआत से ही इंश्योरेंस सेक्टर में नंबर वन है और आगे भी नंबर वन बने रहने के लिए बेहतर काम करना होगा।

एलआईसी की लिस्टिंग की खबरें आती रहती हैं। इस पर एस के रॉय ने कहा कि एलआईसी को लिस्ट कराने पर फैसला पूरी तरह सरकार का होगा। एस के रॉय भी आरईआईटी को एक शानदार विकल्प मानते हैं। हालांकि उन्होंने कहा है कि इस पर और सफाई के आने के बाद ही कंपनी कोई फैसला लेगी।


मसलन हर घर में बैंक अकाउंट- प्रधानमंत्री नरेंद्र मोदी ने इस महत्वाकांक्षी योजना का एलान स्वतंत्रता दिवस पर किया है। एक ऐसी योजना जिससे गरीब से गरीब इंसान का बैंक खाता खुले, उसे बीमा मिले और वो आर्थिक सिस्टम का हिस्सा बन जाए। फाइनेंशियल इन्क्लूजन की कोशिश पहले भी की गई है- लेकिन अब तक ये किसी मुकाम पर नहीं पहुंच पाई है। तो इस बार नई सरकार के नए विजन के साथ क्या कहानी अलग होगी, इसी पर सीएनबीसी आवाज़ की खास पेशकश-जन जन को धन।

प्रधानमंत्री जन-धन योजना के तहत गरीब लोगों के लिए बैंक अकाउंट की सुविधा होगी जिसमें डेबिट कार्ड के साथ 1 लाख रुपये का बीमा भी मिलेगा। ग्रामीण क्षेत्र के हर घर में कम से कम एक बैंक खाता होगा। 2016 तक ये अकाउंट खोलने का लक्ष्य रखा है। इस अकाउंट में मिनिमम बैलेंस रखने की जरूरत नहीं है और सब्सिडी का डायरेक्ट ट्रांसफर बैंक खाते में संभव हो सकेगा। इस योजना के तहत सरकार का 15 करोड़ बैंक अकाउंट खोलने पर जोर है। साथ ही हर महीने 5000 रुपये के ओवर ड्राफ्ट की भी सुविधा मिल सकेगी। 2018 तक सरकार की 7.5 करोड़ घरों में 2 बैंक खाते खोलने का लक्ष्य है।

जन-धन योजना बड़े काम की है और फाइनेंशियल इनक्लूजन के लिए जरूरी है। देश में 42 फीसदी लोगों के पास बैंक अकाउंट नहीं है और क्रिसिल के मुताबिक 40 फीसदी लोगों तक ही फाइनेंशियल सर्विस पहुंच पा रही हैं। जन धन योजना के जरिए सरकार बैंकिंग, कर्ज, बीमा, पेंशन, डेबिट कार्ड सेवा का विस्तार करना चाहती है।

हालांकि इस योजना के लिए दिक्कतें भी कम नहीं हैं। इसके लिए बैंक मित्र (बैंक कॉरेस्पॉन्डेंट) प्रशिक्षित नहीं हैं और गांवों में मोबाइल सेवा बहुत खराब है। बैंक खाता खोलने के लिए केवाईसी जरूरी है और गांवों में केवाईसी करवाना मुश्किल है। गरीब लोगों के लिए इंश्योरेंस प्रोडक्ट को समझाना बहुत मुश्किल है और पहले भी नो-फ्रिल अकाउंट सफल नहीं हुए हैं। खाता खोलने के बाद ट्रांजैक्शन होगा ही ये कहना मुश्किल है और अगर इससे फायदा नहीं होगा तो बैंक इस योजना में दिलचस्पी नहीं लेंगे।

इसके साथ ही अधूरे हाइवे प्रोजेक्ट को पूरा करने का रास्ता जल्द साफ हो सकता है। नेशनल हाइवे अथॉरिटी लंबे समय से लटके प्रोजेक्ट के लिए एक अलग कंपनी बनाने जा रही है जो पैसे की कमी से जूझ रहे डेवलपर्स को प्रोजेक्ट पूरा करने के लिए फंड उपलब्ध कराएगी। साथ ही ये कंपनी पर्यावरण समेत दूसरी मंजूरी जल्द दिलाने के लिए खुद पहल करेगी।

एनएचएआई की नई कंपनी अधूरे प्रोजेक्ट्स के लिए ना केवल पैसे का इंतजाम करेगी। बल्कि प्रोजेक्ट को क्लियरेंस दिलाने में भी मदद करेगी। इस कंपनी में एनएचएआई के अलावा बैंक और दूसरे वित्तीय संस्थान भी शामिल होंगे। जो एनएचएआई के साथ इस कंपनी में अपना पैसा लगाएंगे। एनएचएआई ने बैंको के संगठन आईबीए यानी इंडियन बैंकर्स एसोसिएशन को इस बारे में प्रस्ताव भेज दिया है। फिलहाल इस नई कंपनी पर फैसला एनएचएआई की अगली बोर्ड बैठक में होने की उम्मीद है।

जरूरी क्लीयरेंस हासिल करने में लगने वाले लंबे वक्त और देर के चलते लागत बढ़ने से बैंक और वित्तीय संस्थान पेंडिंग प्रोजेक्ट में पैसा लगाने को तैयार नहीं हैं। लेकिन मंत्रालय का मानना है कि हाइवे रेगुलेटर एनएचएआई के शामिल होने की वजह से नई कंपनी के जरिए पैसा जुटाने में कोई अड़चन नहीं आएगी।

मंत्रालय के सूत्रों के मुताबिक, प्रोजेक्ट के जिस हिस्से का काम नहीं पूरा हो सका है उसे नई कंपनी खुद बनाएगी। प्रोजेक्ट पूरा होने पर कंपनी टोल के जरिए अपनी लागत ब्याज समेत वसूल कर लेगी। या फिर अधूरे हिस्से को पूरा करने के लिए कंपनी डेवलपर को कर्ज देगी। और प्रोजेक्ट पूरा होने के बाद डेवलपर को सबसे पहले टोल कलेक्शन से कंपनी को ब्याज समेत रकम वापस लौटानी होगी। दोनों ही हालत में कंपनी की लागत निकालने के बाद ही प्रोजेक्ट को डेवलपर के हवाले किया जाएगा। इसके अलावा जरूरत हुई तो कंपनी प्रोजेक्ट का टेक ओवर भी कर सकती है। मंत्रालय ने एनएचएआई से उन प्रोजेक्ट की लिस्ट मांगी है जो कुछ हिस्से पर काम नहीं होने की वजह से पेंडिंग हैं । मंत्रालय का अनुमान है कि दस से पंद्रह प्रोजेक्ट इस कंपनी को सौंपे जा सकते हैं।


बाजार में लगातार छठे दिन कारोबार तेजी के साथ बंद हुआ और सेंसेक्स निफ्टी रिकॉर्ड ऊंचाई पर बंद हुए हैं। मजबूत अंतर्राष्ट्रीय संकेतों से घरेलू बाजारों को भी सहारा मिला और बाजार में उछाल देखा गया। मिडकैप और स्मॉलकैप 1 फीसदी से ज्यादा की तेजी के बाद बंद हुए। कारोबार के बंद होने के समय बीएसई का 30 शेयरों वाला प्रमुख इंडेक्स सेंसेक्स 29.71 अंक यानि 0.11 फीसदी की बढ़त के साथ 26420. के स्तर पर बंद हुआ। वहीं एनएसई का 50 शेयरों वाला प्रमुख इंडेक्स निफ्टी 23.25 अंक यानि 0.30 फीसदी चढ़कर 7897 के स्तर पर बंद हुआ।

ब्ल्यू ओशन कैपिटल एडवाइजर्स के फाउंडर और सीईओ निपुण मेहता का कहना है कि बाजार में लिक्विडिटी और नतीजों के अनुमान से रैली दिख रही है। बाजार के फंडामेंटल काफी मजबूत हो गए हैं। मार्च 2015 के नतीजों के अनुमान से बाजार में तेजी आ रही है। कई सेक्टर में रीरेंटिंग हुई है।

एफआईआई लगातर खरीदारी कर रहे हैं और घरेलू संस्थागत निवेशक भी अब बाजार में पोजीशन ले रहे हैं जिसके चलते बाजार में उछाल आ रहा है। हालांकि ऑटो, सीमेंट, आईटी के नतीजे बाजार की उम्मीद से कुछ कम रहे हैं जिसके चलते इनके शेयरों में उम्मीद से कम तेजी दिखेगी।

4 व्हीलर के लिए आने वाला समय अच्छा रहेगा। पैसेंजर व्हीकल्स के आंकड़े ज्यादा अच्छे नहीं आ रहे हैं। वहीं कमर्शियल व्हीकल का योगदान अर्थव्यवस्था में कम है और इकोनॉमी में बदलाव होने तक इसमें धीमी ग्रोथ रहेगी। हालांकि 4 व्हीलर में टाटा मोटर्स, मारुति सुजुकी और एमएंडएम में निवेश कर सकते हैं। ऑटो सेक्टर में इन शेयरों में निवेश बनाए रख सकते हैं।

कंज्यूमर ड्यूरेबल्स सेक्टर में कंपनियों की आय और मुनाफे में अच्छा प्रदर्शन देखने की उम्मीद है। इन कंपनियों पर कर्ज कम है और इनका कारोबारी दायरा बढ़ रहा है। ग्रामीण इलाकों में भी फ्रिज, एसी, कूलर, की बिक्री बढ़ रही है जिससे इनके उत्पादों की मांग बढ़ रही है। इस सेक्टर में लिक्विडिटी भी कम है और इनके मार्केट कैपिलाइजेशन भी ऊपर हैं।
प्रामेरिका म्यूचुअल फंड के एक्जिक्यूटिव डायरेक्टर और सीआईओ बी पी सिंह का कहना है कि बाजार की तेजी लिक्विड्टी के चलते नहीं बल्कि फंडामेंटल कारणों से है। तिमाही नतीजों के खत्म होने के बाद बाजार की अर्निंग में बढ़ोतरी हुई है। इसके अलावा कच्चे तेल की कीमतें नीचे आने और 90 डॉलर प्रति बैरल से नीचे आने के उम्मीद के चलते बाजार में तेजी देखी जा रही है।

हालांकि लोगों को डर है कि अमेरिका में टेपरिंग होगी और ब्याज दरों में बढ़ोतरी होगी जिसके बाद वैश्विक बाजारों में दबाव आ सकता है। अगर अमेरिकी बाजारों से ब्याज दरें बढ़ने की खबर आती हैं तो भारतीय बाजारों में उतार-चढ़ाव आ सकता है जिसके बाद निवेशकों को खरीदारी के मौके देखने चाहिए। ऐसे में बाजार में गिरावट का इंतजार करें तो निचले हिस्से पर खरीदारी करने पर आगे जाकर अच्छे रिटर्न बन सकते हैं।

बी पी सिंह के मुताबिक इस साल के अंत तक निफ्टी 10,000 तक जा सकता है और इस संभावना को खारिज नहीं किया जा सकता है। बाजार में इतनी मजबूती है कि साल के अंत तक निफ्टी 10,000 के स्तर को छू सकता है। हालांकि ईराक और रूस-यूक्रेन से खराब खबरों का आना खत्म नहीं हुआ है लेकिन दूसरे बाजारों से आने वाली खराब खबरें भारतीय बाजार को ज्यादा प्रभावित नहीं करेंगी।

सेक्टर की बात करें तो बैंकिंग सेक्टर तेजी दिखाएंगे लेकिन बाजार की रैली में देर से हिस्सा लेंगे। आईटी कंपनियों को इस समय ज्यादा डिफेंसिव नहीं मानना चाहिए। एफएमसीजी और फार्मा के वैल्यूएशन उच्च स्तर पर पहुंच चके हैं तो इनमें ज्यादा तेजी की उम्मीद नहीं है। हालांकि आईटी शेयरों में अभी भी ओवरवेट की रेटिंग है।

इसके अलावा बाजार की तेजी में ऑयल मार्केटिंग कंपनियों और कैपिटल गुड्स में तेजी देखी जा सकती है। कच्चा तेल 90 डॉलर प्रति बैरल तक नीचे जा सकता है जिसके बाद भारत का वित्तीय घाटा कम हो जाएगा जो बाजार के लिए काफी अच्छी खबर हो सकती है। ऐसे में ऑयल मार्केटिंग कंपनियों के शेयरों में भी तेजी आएगी और इनमें निवेश किया जा सकता है।

मनोरंजना और मतंग सिंह भी भुगतान हुए रकम के विपरीय पावती कम ही बता रहे हैं।

इसी बीच प्रवर्तन निदेशालय (ईडी) ने सोमवार को शारदा चिटफंड घोटाले में अभिनेत्री व फिल्म निर्माता अपर्णा सेन तथा राज्य के वस्त्र मंत्री श्यामापद मुखर्जी को तलब कर पूछताछ की। ईडी अधिकारियों ने साल्टलेक के सीजीओ कॉम्प्लेक्स स्थित अपने कार्यालय में अपर्णा सेन से लगभग साढे पांच घंटे व मुखर्जी से लगभग साढे तीन घंटे तक कड़ी पूछताछ की।

राष्ट्रीय अवार्ड विजेता अपर्णा शारदा समूह की पत्रिका परमा की सम्पादक थीं। सारधा समूह ने वर्ष 2011 में पत्रिका लांच की थी। पिछले साल शारदा समूह के काले कारोबार के खुलासे के बाद पत्रिका बंद हो गई थी। मुखर्जी ने वर्ष 2009 में अपना बीमार सीमेंट कारखाना 4 करोड़ रूपए में सुदीप्त सेन को बेचा था। दोनों से इसी संबंध में पूछताछ की गई है।

सुदीप्त ने खरीदा था मंत्री का सीमेंट कारखाना

सूत्रों के अनुसार केन्द्रीय जांच एजेन्सी के अधिकारियों ने अपर्णा सेन से शारदा समूह की पत्रिका में उनकी नौकरी के करार, वेतन व अन्य सुविधाओं के लेन-देन, पत्रिका के प्रकाशन में प्रति माह होने वाले खर्च आदि के बारे में पूछताछ की। मंत्री से सीमेन्ट कारखाने की खरीद-बिक्री के बारे में पूछताछ की गई।

सूत्रों के अनुसार मंत्री ने बताया कि सुदीप्त सेन ने उन्हें 2.71 करोड़ रूपए दिए थे, जबकि सुदीप्त सेन ने पूछताछ में ईडी को बताया था कि उक्त कारखाना उन्होंने 4 करोड़ रूपए में खरीदा था। ईडी अधिकारी अब यह जानने की कोशिश कर रहे हैं कि शेष 1. 30 करोड़ रूपए कहां गए? सुदीप्त सेन ने घाटे में चल रहे कारखाने को 4 करोड़ रूपए में क्यों खरीदा? इसके लिए सुदीप्त सेन परकिसी ने कोई दबाव बनाया था अथवा नहीं। इस सौदे में और कौन-कौन लोग शामिल थे?

पूछताछ के बाद ईडी कार्यालय से बाहर आई अपर्णा सेन ने मीडिया कर्मियों को बताया कि उनसे परमा पत्रिका में नौकरी से संबंधित सवाल किए गए। अधिकारियों ने उनसे सारधा समूह के कारोबार से संबंधित सवाल भी पूछे। अपर्णा सेन ने कहा कि वे चाहती हैं कि ठगी के शिकार लोगों को उनके पैसे वापस मिले। इसलिए जांच में वे पूरा सहयोग करेंगी।

इसी बीच करोड़ों रुपये के सारधा चिटफंड घोटाले की जांच कर रही सीबीआई ने मामले में एक लोकसभा सांसद की संलिप्तता उजागर की है। सारधा के मिडलैंड पार्क स्थित कार्यालय से जब्त हार्ड डिस्क व कंप्यूटर की छानबीन में सांसद व कोलकाता मैदान स्थित एक क्लब के अधिकारी के नाम पता चला। सीबीआई जल्द उन्हें तलब करने की तैयारी में है।
इससे पहले कोलकाता मैदान के दो क्लब व राज्यसभा के एक सांसद का नाम सामने आया था। जांच में पता चला है कि लोकसभा सांसद ने सुदीप्त सेन पर दबाव बनाकर इस क्लब को लाखों रुपये दिलवाए थे।
सीबीआई पता कर रही है कि सुदीप्त ने उस क्लब को कुल कितने रुपये दिए थे? इससे पहले ईस्ट बंगाल क्लब के अधिकारी देवब्रत सरकार का नाम सामने आने पर पूछताछ के लिए सीबीआई के जांच अधिकारियों ने उन्हें तलब किया था।
राजस्थान पत्रिका के मुताबिक सीबीआई ने दस हजार करोड़ रूपए के सारधा चिट फंड घोटाले की जांच के सिलसिले में बीजू जनता दल (बीजद) के एक विधायक के आवास सहित 56 जगहों पर छापे मारे। सीबीआई के एक अधिकारी ने बताया कि एजेंसी की अलग-अलग टीमों ने मुंबई, ओडिशा के बेहरामपुर, बालेश्वर, भद्रक और भुवनेश्वर के 49 स्थानों पर छापामारी की। बीजद के विधायक पर्वत त्रिपाठी एवं अन्य पांच के आवास की भी तलाशी ली गई। सीबीआई की एक टीम ने बंगाल में तृणमूल कांग्रेस के नेता रजत मजूमदार के घर भी छापा मारा।

सूत्रों के मुताबिक छापे में सीबीआई ने कई अहम दस्तावेज जब्त किए, जो घोटाले में शामिल कंपनियों के बीच लेन-देन से संबंधित थे। सारधा समूह के प्रमुख सुदीप्त सेन के घर पर भी छापा मारा गया। इससे पहले 14 अगस्त को सीबीआई ने देश में 30 स्थानों पर छापे मारे थे। कोलकाता में 22, नई दिल्ली में चार, गुवाहाटी में तीन तथा ओडिशा में एक जगह तलाशी ली गई थी।

सुदीप्त से उपहार लेने वालों की तलाश

सीबीआई ने सुदीप्त सेन से उपहार लेने वाले नेताओं की तलाश शुरू कर दी है। जांच एजेंसी बंगाल के एक सांसद के पुत्र के लिए खरीदी गई फेरारी कार के साथ ही दिल्ली और मुम्बई में सुदीप्त सेन की ओर से नेताओं के लिए खरीदे गए फ्लैट की तलाश कर रही है।

सीबीआई के एक अधिकारी ने दावा किया कि नेताओं और सुदीप्त सेन का नेटवर्क इतना मजबूत था कि कई नेता लोगों से धन संग्रह कर सेन को देते थे।
पुलिस के खिलाफ 4 पेन ड्राइव लेने का आरोप

सारधा समूह के वाणिज्यिक प्रबंधक ने घोटाले की जांच कर रहे एक पुलिस अधिकारी के खिलाफ चार पेन ड्राइव और सीजर लिस्ट बिना रसीद लेने का आरोप लगाया है। सीबीआई और ईडी से की गई अपनी शिकायत में प्रबंधक ने कहा है कि कोलकाता पुलिस के जांच अधिकारी ने उनसे चार पेन ड्राइव सीजर लिस्ट ले ली, लेकिन उन्हें उसकी रसीद नहीं दी। पेन ड्राइव में लेन देन का लेखा-जोखा था। इस बारे में पूछे जाने पर संयुक्त आयुक्त (अपराध) पल्लव कान्ति घोष ने बताया कि मामले की जांच-पड़ताल की जाएगी।

अब हो रही राजनीति-तृणमूल

घोटाले की सीबीआई जांच तेज होने और तृणमूल नेता रजत मजूमदार के घर की तलाशी लेने पर तृणमूल कांग्रेस ने शनिवार को कड़ी प्रतिक्रिया जाहिर की। पार्टी के वरिष नेता और राज्य के शहरी विकास मंत्री फिरहाद हकीम ने इसे राजनीति करार दिया और कहा कि घोटाले की जांच के नाम पर अब राजनीति की जा रही है। इससे पहले राज्य सरकार घोटाले में अपनी जमा पूंजी गंवाने वाले छोटे निवेशकों के पैसे लौटाने की कोशिश कर रही थी।

डर रही है तृणमूल

माकपा के वरिष नेता सुजन चक्रवर्ती ने कहा कि सीबीआई जांच के तेवर देख कर तृणमूल कांग्रेस डर गई है। उसे अपने चेहरे से नकाब उठने का भय सताने लगा है। इसलिए उसके नेता सीबीआई जांच को राजनीति बताने लगे हैं।

कुएं में छुपे मिले निदेशक

सीबीआई ने ओडिशा स्थित एक चिटफंड कंपनी अर्थ तत्व के निदेशक को करोड़ों रूपए के फर्जी निवेश घोटाले में शनिवार को गिरफ्तार कर लिया। निदेशक पिछले एक माह से जांच एजेंसी को गच्चा दे रहे थे। संबित खुंटिया नामक इस निदेशक के घर जब सीबीआई अधिकारी पहुंचे तो उनकी पत्नी ने बताया कि वह घर पर नहीं हैं। लेकिन जांच एजेेंसी के पास उनके घर में ही छिपे होने की पुख्ता जानकारी थी। तलाशी के दौरान खुंटिया घर के पिछवाड़े बने एक कुएं में छिपे नजर आए। उन्होंने वहां से निकालकर गिरफ्तार कर लिया गया।

श्रमिक-मालिक संबंधों में भारत की स्थिति खराब: रिपोर्ट

कर्मचारी-नियोक्ता रिश्तों के मामले में भारत की स्थिति काफी खराब है। मॉर्गन स्टेनली की एक रिपोर्ट के अनुसार श्रमिक-मालिक संबंधों के मामले में भारत सूची में 61वें स्थान पर है। इस मामले में भारत मेक्सिको, थाइलैंड और फिलिपींस जैसे देशों से भी पीछे है।

भारत के श्रम बाजार को क्या रोक रहा है शीर्षक वाली रिपोर्ट में कहा गया है कि श्रमिक-नियोक्ता के बीच सहयोग के मामले में भारत 61वें स्थान पर है। सूची में मेक्सिको 44वें, थाइलैंड 37वें तथा फिलिपींस 34वें स्थान पर है।

रिपोर्ट में कहा गया है कि भारत में श्रम बाजार में सबसे बड़ा मुद्दा है कर्मचारियों को निकालने में लचीलेपन का अभाव। यदि किसी नियोक्ता ने 100 से अधिक कर्मचारियों की नियुक्ति की है, तो उसे कर्मचारी को निकालने के लिए इसे अधिसूचित करना होगा और संबंधित सरकारी प्रशासन की अनुमति लेनी होगी। रिपोर्ट के अनुसार अन्य देशों में इस तरह की कड़ी शर्तें नहीं हैं। सिर्फ पाकिस्तान व श्रीलंका में इस तरह की शर्तें हैं।

इसमें बताया गया है कि नौकरी पर रखने व छंटनी के बारे में विश्व बैंक के इंडेक्स में बांग्लादेश 25वें, चीन 28वें और पाकिस्तान 35वें स्थान पर है। भारत इस मामले में 52वें स्थान पर है।

The equity markets may not have been the most favoured asset class five years ago, but seven of the companies in BSE 200 have given more than ten-fold returns since then while 20 have given returns of between five and 10 times. Outracing all others, Eicher Motors, the manufacturer of Royal Enfield bikes, has seen its stock multiply 24 times in the past five years from `420 in 2009 to about `10,000 now, excluding dividends paid out during this period. Analysts con tinue to remain bullish on the stock. Four of the seven ten-bag gers in the past five years are directly or indirectly related to the auto industry. Expressing optimism on Indian markets, Adrian Mowat, chief emerging market and Asian equity strategist at JPMorgan said that India is likely to outperform most emerging markets (EMs) in 2014.
"I expect EMs to give 10% returns in 2014. I remain overweight on India and recommend a large exposure to the market," Mowat added.
FIIs bought equities worth Rs.625 crore on Thursday, which further boost sentiment in Monday's trade. Foreigners have pumped in flows over $12 billion so far this year, which is the highest among the emerging markets basket.
"We have seen massive short-covering by traders towards the market closing. Nifty by crossing 7800 has set up a target of 8000 in the near term. However, we would advise buying on dips around 7800," said Shrikant Chouhan, head of technical research at Kotak Securities.
Shares of oil public sector companies such as IndianOil, BPCL and HPCL gained between 4% and 6%, as Brent crude oil plunges to a 13-month low on strong supplies, and the ongoing diesel price deregulation is expected to lower under-recovery burden and bring stability to earnings say analysts.
International Brent crude oil has declined to its lowest level in more than a year, and is hovering below $103 a barrel. The international oil benchmark has fallen about 11% since mid-June as the surge by militants in Iraq has yet to lead to any major supply outage. Ministry wants Act tweaked, not in favour of ad hoc arrangement
The finance ministry will consider RBI Governor Raghuram Rajan's move to appoint a chief operating officer (COO) only after the latter initiates a formal proposal seeking an amendment to the RBI Act toward this end.The finance ministry is not in favour of any other ad hoc arrangement for any lateral hire, which essentially means the COO appointment cannot be made in a hurry as changing the RBI Act could take a while.
The finance ministry feels there is no point appointing a COO if the person doesn't have the rank of deputy governor (DG) and is unable to attend board meetings.
The current RBI Act provides for a full-time governor and not more than four deputy gov ernors. The Act will have to be amended if one more deputy governor-level post needs to be created. "No point creating a post if you cannot give him DG rank.Otherwise, he cannot come to the board," said a senior fil nance ministry official, adding however that the government doesn't have a problem with the proposal in principle. Without having the rank, , "Will he serve a purpose? What will he do?" the official said.
Even RBI agrees that under current law the COO cannot be a deputy governor-level officer, he said. "The governor has to write a proposal to amend the Act to create a post," he added.
RBI had on August 14 issued a statement, four days after a board meeting on August 10, re garding human resource res tructuring issues that had been discussed.

Govt to Send Naga Unit to Fight Maoists in Bastar

The home ministry has decided to send over 2,000 para-military men belonging Nagaland's Indian Reserve Battalions to fight Maoists in Bastar, the worst Maoist-hit zone.A senior home ministry official said his ministry has written to the Nagaland government to spare two of its Indian Reserve Battalions (IRB) for being deployed in Chhattisgarh's Bastar.
This comes after Home Minister Rajnath Singh was convinced by Chhattisgarh Chief Minister Raman Singh that that Naga battallion, which comes with a reputation of being a tough and nononsense guerrilla force for jungle warfare, would be able to deliver the goods in Bastar which is the epicentre of the Naxal movement.
This will be the first time that the IRB would be deployed in Bastar. Till now, only one Naga battalion was deployed in West Bengal to take on Maoists when Naxal leader Kishenji called the shots there. "Besides the two Naga battalions, we are also sending 10 more CRPF battalions to Chhattisgarh, mainly for Bastar.
The CM wants as many Naga battalions as possible," a top home ministry official said.
With the additional deployments, Bastar is set to be the most-militarised zone in the en tire country. With an area of 40,000 square kilometres, Bastar already has a deployment of 36 central battalions and 12 state police battalions. Raman Singh recently demanded 26 more cen tral paramilitary battalions, preferably Naga battalions, to be posted in Chhattisgarh. The request has been acceded to by the home ministry, with 12 battalions being promised by the end of 2014 and the rest in the next two years. In all, that would translate into one lakh securitymen deployed in the state by 2016, which Raman Singh lately termed as "achieving a critical mass in force deployment" in a presentation to Home Minister Rajnath Singh. "The war against Maoism would be won or lost in Bastar. There is no substitute for more boots on the ground to fill up the critical security vacuum in Bastar," the CM's presentation to MHA said.

Country among top 16 lenders to the US as bond subscription hits a new high of $73 b in June
India has emerged in the list of 16 top lenders to the US government even as back home it's working hard on a strategy for fiscal consolidation.India subscribed to US government bonds worth $73 billion in June, touching a new high, according to the data released by the US treasury department. At the current level, India has lent more than even advanced economies like Canada, Germany or France to the world's most powerful economy .
India accounts for 1.2% of total foreign investments in US bonds of about $6 trillion. India also received more dollar inflows during the month which the central bank mopped up from the market.
"The rise of India's forex holdings in US treasuries makes sense on various counts," said Saugata Bhattacharya, chief economist at the Ax is Bank. " First, the bulk of our forex holdings is in US dollars. Second, the Reserve Bank of India (RBI) is probably replenishing some US securities holdings it would have depleted when it was selling US securi ties while intervening in forex markets last year in defending the rupee."
Besides, it has prospects of higher yields, given that the US is likely to be the first major country to raise rates in 2015, according to Bhat tacharya. Moreover, the US is also perceived to be a safe haven as the US economy is now back on track.
Indian investors, predominantly RBI, have steadily been increasing their exposure to US government treasury bonds, which effectively means the central bank is increasing its lending to the US government.
It has hiked its exposure to US treasury securities by 19% over the last one year, according to the latest data released by the US treasury department. About a fifth of India's foreign exchange reserves of close to $320 billion are now parked in US government bonds. Also, yields on other major sovereign papers like Japan and euro area have remained low, making US government paper more attractive, according to a treasury official with a private bank.
As a custodian of the country's foreign exchange reserves, the central bank deploys the reserves in the overseas markets and earns a return on them. The central bank parks its reserves mostly as deposits with other central banks and also with commercial banks of top rated economies, besides investing in their sovereign paper. However, the investment decision is not guided by a profit motive, but by concerns on safety and liquidity.

Why Rising Food Prices Could Be Here to Stay


It's not bad rains, fragmented value chains or NREGA. The three big reasons why food prices have risen steeply in the last four years are soaring cost of production, concentration of power in agricultural trade and the ineffectiveness of foreign trade as a policy tool. They are all structural in nature, and fixing them will take some hard and balanced reforms, reports M Rajshekhar
None of the standard explanations quite explain the rise in food prices India has seen: pronounced since 2006 and alarming after 2010. Drought and poor rains? The country has seen good aggregate rainfall in most of those years.Spike in global prices? Those were high in 2007-08, not now. Fragmented value chains that allow middlemen to grab large margins? The value chain has always been fragmented.Growth has slowed in the last three years, but food inflation hasn't. After hitting 15.2% in 2009-10, food inflation, notes former Planning Commission member Abhijit Sen, fell to 6.3% in 2011-12. And then, it jerked up again, growing at 11.9% and 12.4% in 201213 and 2013-14, respectively.
The cast of commodities fanning these high numbers -and making households, central bank governors, finance ministers and company CEOs fret -have kept changing. Back in 2008, it was foodgrains and food products. By the fourth quarter of 2010, it was fruits and vegetables, led by onion. After that, cereals and pulses again. And, today, it is tomatoes and potatoes.
It is not very clear what explains these patterns.In most diagnoses doing the rounds, comments Sen, the question of food inflation "pre-dates the inflation itself". For instance, he says, the theory that blames inflation on India's agriculture markets (or mandis) has been around since the early-2000s. With this surge in prices, Sen says, "all the old views that say the government should not have anything to do with agriculture have come back out of the cupboard."
This lack of clarity on the reasons for food inflation could force the Narendra Modi-led NDA government into a tight spot. In a country with high malnourishment, and reducing per capita availability of cereals and pulses, among others, consistent price rise further aggravates food -and nutrient -deficiencies.
It also threatens to rapidly erode the social capital of the Modi government. "If Modi doesn't tackle onion, potatoes and tomatoes, his credibility will be gone," says Ashok Gulati, former head of the Commission of Agricultural Costs and Prices (CACP).
The government knows this. In the last two months, it asked state governments to allow farmers to bypass mandis and sell fruits and vegetables in the open market. It has added onions and potatoes to the Essential Commodities Act to check hoarding. It wants to cap the bonus states can add to the MSP. And it is now planning to break up the Food Corporation of India (FCI), the government company, to pave the way for the private sector to enter the foodgrain business. It's too early to say, but nothing has changed so far: the latest Consumer Price Index (CPI) numbers show that food inflation in July increased to 9.36% in July, against 8.05% in June.
The problem lies elsewhere. Over the last 10 or so years, India's food economy has seen a set of structural changes in farming, in agricultural produce marketing, and in demand itself. Some of these are reversible, others less so. These coexist with a set of short-term occurrences to create the complex outcomes that we see. To combat food inflation, it is these myriad factors the government needs to focus on.FACTOR 1: Rising Cost Of Cultivation Something incredible happened to the cost of cultivation between 2009-10 and 2013-14. For example, the cost of growing paddy increased by an average of 17.6% a year during this four-year period, against 4% in the five-year period preceding that. Other crops too showed a similar spike (See graphic: Rising Input Prices are Putting Pressure on Output Prices).
Cost of cultivation comprises many things. There's labour: human, machine and bullock. There's inputs: seeds, manure, fertilisers, pesticides, insecticides and irrigation. If the farming land is owned or the capital borrowed, there's rentals and interest.Just about every variable in that equation is seeing a strong -and concerted -upward pull.
Take labour, which, according to Sen, accounts for about 30% of the cost of cultivation. A discussion paper by Ashok Gulati, Surbhi Jain and Nidhi Satija, titled `Rising Farm Wages in India: The `Pull' and `Push' factors', on the CACP website shows that growth in farm wages rose, dipped and then sharply rose again.
It grew at an "almost uniform rate" during the 1990s (around 3.7% per year). Between 2001 and 2007, it fell by 1.8% a year. Between 2007-08 and 2011-12, it grew 6.8% a year, which is still less than the average rise in white-collar salaries and barely matches the rate of price rise. "When we started work on this paper, we thought it was NREGA (National Rural Employment Guarantee Act), but it wasn't," says Gulati.
The hypothesis is the ever-present NREGA option reduced the incentive for farm labourers to work the fields and increased their bargaining power. "Wages were going up across the country, even in states where NREGA was not being implemented well," adds Gulati. Last week, RBI governor Raghuram Rajan confirmed this reading, and quantified the NREGA impact on rural wage increase at 10%.
Something else is going on. In the last 10-15 years, rural India has lost a large chunk of farmland to real estate and industry. This trend has also pulled labour. The 2001 census counted 107.5 million agricultural labourers. Sen, quoting NSS (National Sample Survey) data, says between 2004-05 and now, about 34 million people left primary employment in India.
Of these, 20 million were women, most of whom dropped out of the workforce. Of the 14 million men, most seem to have moved into construction work.This decline naturally puts upward pressure on farm wages, more so in areas abutting these construction boom sites.
Land transactions impact food inflation in another way. In most cases, says Sen, vegetables are grown near -up to 150 km -large consumption centres like cities and towns. That's because vegetables are perishable and need an assured market nearby.
However, with the property boom, agricultural land in this radius is leaving farm use. As distances between vegetable fields and cities grow, says Sen, the cost of accessing markets goes up. In areas where less fertile land is replacing fertile land lost, agriculture gets more input-intensive or yields smaller crops.
Labour is not the only input to get costlier. In a paper titled `Making Sense of Persistently High Inflation in India', published in the Economic & Political Weekly in October 2013, Sthanu R Nair observes light diesel oil prices grew 19% between December 2009 and August 2013, electricity for farm use by 12.7% and fertilisers by 9.7%.
These rates of increase are all well above, the paper says, "the average headline inflation of 8.17% in the same period". This, adds Himanshu, an assistant professor of economics at New Delhi's Jawaharlal Nehru University, is also contributing to inflation."Stability of input prices helps stabilise prices," he says.FACTOR 2: Concentration Of Power In Mandis In a recent interview, food and public distribution minister Ram Vilas Paswan pinned the responsibility for the current instability in food prices on middlemen. Farmers can mostly sell their produce only to registered traders in primary mandis, which are governed by the Agricultural Produce Marketing Committee (APMC) Act -a model law whose jurisdiction lies with individual states.
The bigger problem is the very construct of agricultural produce marketing. Most crops are grown in a few states and then dispatched countrywide. In each of these states, a handful of mandis handle most of the trade and set reference prices.In onions, for instance, most of the surplus comes from Maharashtra and Karnataka. And the refer ence mandis in Maharashtra are Lasalgaon and Pimpalgaon.
In the last five years or so, two significant processes have played out in these mandis, says Himanshu.One, local politicians have come to control them. For instance, the Nationalist Congress Party hovers over almost all mandis in western Maharashtra, along with other rural institutions. Two, fewer traders (both in mandis and in entire com modities) account for a greater chunk of trade.
A 2012 report commissioned by Geeta Gouri, member, Competition Commission of India (CCI), and prepared by researchers at Bangalore's Institute for Social and Economic Change, found rising volatility in onion prices. It found greater volatility in the wholesale market than in the retail market. And that the amplitude of this volatility was getting more pronounced from 2009 onwards.
The study notes that the main onion mandis have very few traders. Further, very few traders. Further, most of the onion produce enters the mandis between October and February. This is when prices are highest. This suggests, according to the report, that "other exogenous factors like hoarding, market cartels, etc are influencing onion prices".
The report showed the onion mandis don't allow new players to become traders, promoting cartelisation. An internal CCI note dated 10 April 2012 says that just one trader accounted for 7.2% to 20.4% of the onion trade in Lasalgaon mandi during December 2010, when onion prices climbed from Rs 35 to Rs 88 in just one week.
As in onions, so elsewhere. An February 2014 EPW paper by Kannan Kasturi, titled `Have Farmers Benefited from High Vegetable Prices in 2013?', says prices of vegetables are spiking only after the crop has left farmers and reached aggregators, who need not be mandi traders. Says G Chandrashekhar, an advisor to the government on agricultural commodities: "If you look at rice, wheat, corn, cotton, sugar, the top five companies now account for 70% of the business."
Numerous small processors, lacking economies of scale, used to supplant incomes through trading.However, the volatility is edging them out, Jigar Gala, a trader in tur and urad dal at Mumbai's APMC yard at Vashi, told ET in December 2013.
Another reason, added Devendra Vora, another trader at the yard, is government policies. There are three types of licences: retail trade, food dealer or industry. "Companies with these licenses cannot keep a stock of over 300 tonnes," he says. "However, a company with a corporate licence can hold up to 50,000 tonnes without any declaration. With a declaration, they can hold more." The balance of power is, thus, increasingly tilting towards bigger players.FACTOR 3: Calibrating Agri Trade From farms and mandis, the produce reaches consumers. The eating habits of Indians are changing.The more affluent are eating more proteins than carbs. Even the poor are moving from coarse cereals to finer ones like rice and wheat.
But this is far from being the only process at work.As Ramesh Chand writes in `Understanding the Nature and Causes of Food Inflation', published in EPW on 27 February, 2010, the share of exports in domestic production increased between 2003 and 2009.This, he says, was the main cause of the rise in food prices in 2008. In 2009, he adds, food prices stayed up not due to exports but because of poor rains.
The current year throws up new problems. Sen says the raging inflation of the last two years is a mystery. "The economy is down. So, construction is down, labour short age is down, even the wage growth rate is down," he elaborates. "Demand should have weakened. And with production continuing as before, inflation should have gone down, which did not happen."
According to Sen, one factor is the depreciation in the rupee, which makes imported fertiliser more expensive and also makes exports more attractive. In the last two years, agri exports, notably non-basmati rice and wheat, are up. Even this, Sen cautions, is only part of the larger narrative in inflation. "It is not clear if the amount exported is enough to explain the jump we see in inflation," he says. "Also, if you look at exports, it is true for rice and wheat, but not for vegetables."
The agriculture ministry can do little about currency movement. Or, weather patterns, which are unleashing floods and droughts more frequently in the country. India will keep encountering supply shocks from such changes.
These can be addressed, says Chand, by either maintaining buffer stocks or by tapping international markets judiciously. However, he adds, beyond wheat and rice, "there is no arrangement in the country to carry large inventories of other food items."
Nor, he writes, can the country always turn to global markets. "The total trade in pulses is around 10 million tonnes, out of which India imports about 30%.The global market doesn't seem to be having the capacity to meet India's rising demand for pulses."
At the same time, India's machinery of food imports and exports lacks "swiftness and efficiency", says Chand. For example, the first serious indications of a drop in sugarcane planting came by July 2008. Yet, sugar exports continued till March 2009, and in the first half of 2009-10, India had to import $306 million worth of sugar.Hard Choices Being of a structural nature, a band-aid fix won't do in all three factors. Each needs a reformist intervention to bring about a change that is effective and enduring. And thus, by extension, each poses challenges and choices that involve tradeoffs.
Between the rising cost of cultivation and the fact that an assured government offtake at a fixed price, called minimum support price (MSP), is available only for some crops, and that too only in some regions, farmers are facing uncertain incomes. Keeping them there means ei ther offering them higher prices, but that stokes inflation. Or, it means dampen ing the price of agricultural inputs like fertiliser, oil and electricity, but that might take the form of higher subsidies.
Loosening the hold of cartels is a straighter reform in one sense. But it has an element of politics ingrained in it -the political class has links and stakes with trad ers. The same is the case with showing better responsiveness on the trade front. All these are issues that cropped up under the UPA, but went wilfully unacknowledged. Will the NDA do better? Or has India entered a future of per sistently rising food prices?
