Bihar elections on April 10, 17, 24, 30 & May 7 and 12, counting on May 16

The Election Commission on March 5, 2014 announced a six-phase poll in Bihar. The state will go to polls on April 10, 17, 24, 30 and May 7 and 12. The counting of votes will be held on May 16, 2014.

In 2014, from a total of around 79 crore votes across India, out of which there are 12 crore young voters. Out of the are 40 parliamentary constituencies of Bihar, seven are reserved or Scheduled Caste candidates. The reserved seats are Bagaha, Gaya, Nawada, Sasaram, Araria, Rosera, and Hajipur. During the 2010 Bihar Assembly election, the number of voters in the state was more than 55,051,294.


There are be 94.3 lakh young first time voters in Bihar. The electoral results do not reflect necessarily reflect that the vote-share of different Hindus castes and Muslims including Pashmandas impacting final outcome because there are several other considerations as well. But the vote share is one of the factors for sure which is as under:

The major parties contesting from Bihar are the Janata Dal (United) [JD(U)], the Indian National Congress (INC), the Bharatiya Janata Party (BJP), the Rashtriya Janata Dal (RJD), and the Lok Janshakti Party (LJP).

In the last Assembly elections, the JD(U) got 23% of the votes cast, while the BJP got 16% and the RJD 18% . JDU has reached out to  OBC and Dalit votes by reserving 16% seats for them in panchayats and municipalities. It has identified 18 of the 22 Dalit sub castes, including Musahar, Bhuiyan, Dom, and Nat as Mahadalits. Mahadalits constitute 31% of the Dalit population in Bihar. EBCs and Mahadalits openly acknowledge how they benifitted from with schemes like free cycles, uniforms and old-age pension. Besides this JD(U) claims that its support of Muslim voters is likely to go up to 75-80%.

JDU fielded 141 candidates in just concluded Bihar assembly election 2010, in which 115 candidates emerged victorious but 26 lost.

Notably, the 4 winners of JDU and 1 winner of LJP have now joined JDU. Besides 9 MLAs who submitted a letter under the leadership of the RJD Chief Whip Samrat Chaudhary to Speaker, Bihar State Assembly to join JDU were either persuaded back or kidnapped back into the RJD fold demonstrate that these winners of RJD are itching for a break up.

 Prior to independence there were general elections in 1920, 1923, 1926, 1934 and 1945. The General elections were held in British India in 1920 to elect members to the Imperial Legislative Council and the Provincial Councils. They were the first elections in the country's history. The new Central Legislative Assembly which was the lower chamber of the Imperial Legislative Council was based in Delhi had 104 elected seats, of which 66 were contested and eight were reserved for Europeans elected through the Chambers of Commerce. The Parliament was opened by the Duke of Connaught and Strathearn on 9 February 1921. The Central Legislative Assembly was a legislature for India created by the Government of India Act 1919 from the former Imperial Legislative Council, implementing the Montagu-Chelmsford Reforms. Initially, of its 144 members, 103 were elected and 41 were nominated. Of the 103 elected members, fifty-one came from general constituencies, thirty were elected by Muslims, two by Sikhs, nine by Europeans, seven by landlords, and four by business men. Later, one seat each was added for Delhi, Ajmer-Merwara and the North West Frontier Province. Bihar and Orissa were one province. There were 8 seats from General category of that time. There were 2 from Tirhut Division, 2 from Orissa, 1 from Patna with Shahabad, 1 from Gaya with Monghyr, 1 from Bhagalpur Purnea and the Santhal Parganas, 1 from Chota Nagpur Division, 3 from among the Muslim, 1 from Patna and Chota Nagpur cum Orissa, 1 from Bhagalpur Division, 1 from Tirhut Division and 1 from Bihar and Orissa landholders.

The Government of India Act 1935 introduced further reforms. The Assembly continued as the lower chamber of a central Indian parliament based in Delhi, with two chambers, both containing elected and appointed members. The Assembly increased in size to 250 seats for members elected by the constituencies of British India, plus a further 125 seats for the Indian Princely states. However, elections for the reformed legislature never took place.

The electorate of the Assembly was never more than a very small fraction of the population of India. In the British House of Commons on 10 November 1942, the Labour MP Seymour Cocks asked the Secretary of State for India Leo Amery "What is the electorate for the present Central Legislative Assembly?" and received the written answer "The total electorate for the last General Election (1934) for the Central Legislative Assembly was 1,415,892."

The elected members from Bihar and Orissa in 1945 does not seem to be readily available. 

After the transfer of power from the British Government, the Legislative Assembly was dissolved on 14 August 1947 and its place taken by the Constituent Assembly of India and the Constituent Assembly of Pakistan.
