The report of the Parliamentary Standing Committee(PSC) on Finance has dealt a fatal blow to the UID project. In terming the project "directionless" and "conceptualised with no clarity of purpose", the Standing Committee report resonates with concerns that have been raised in civil society since the inception of the project. The PSC report endorses the issues raised in the Statement of Concern of Eminent Citizens that was released in New Delhi on September 28,2010 at the press conference in the Press Club.
Confidentiality of data, errors in enrolment, the linking up of data bases, the risks of outsourcing, duplication of enrolment and of costs have led the Standing Committee to the conclusion that this is a project that was carried on in haste and entirely lawless. Collection of biometrics, in both the UID project and the NPR, has been found to be illegal in both the UID project and the NPR.

This delegitimises the MoUs and contracts entered into by the UIDAI with multiple registrars including state governments and banks. The project has been asked to be taken back to the drawing board.
