لعل التدخل الانساني لوقف المقتلة السورية يعبر من بوابة حماية ما تركه الأجداد من آثار. ولعلّ الضمير الدولي المتحجّر أمام صور الموت واللجوء السوري، سيتحرك أمام الخطر المحدق بالمواقع والأبنية الأثرية حفظاً للكرامة البشرية وللذاكرة الإنسانية. ونحن نطالب المنظمات والمؤسسات المعنية بأن تأخذ موقفاً وإجراءً فعلياً تجاه ما يحصل. ونؤكد على ضرورة تحرك اليونيسكو لتفعيل قرارتها والاتفاقيات المتعلقة بحماية التراث الثقافي. ومن أهمها اتفاقية حماية التراث العالمي الثقافي والطبيعي (1972) ومعاهدة لاهاي (1954) واتفاقية اليونسكو لحظر استيراد وتصدير ونقل ملكية الممتلكات الثقافية (1970) وكذلك دور المعهد الدولي لتوحيد القانون الخاص (يونيدروا) في اتفاقية المتعلقة بالممتلكات الثقافية المسروقة أو المصدّرة بطرق غير مشروعة (1995)، ونناشد المجتمع الدولي أفراداً ومؤسسات للتحرك تجاه ما يحصل بحق السوريين وبحق تراثهم.

With this human intervention, we are aiming to stop the crimes in Syria and to protect the cultural heritage, as both are part of the protection of human rights, and identity and memory of the people. As we call upon the relevant organizations and institutions to take a stand actually concerning what is happening. And we stress necessity for the UNESCO move to activate its decisions and conventions on the protection of cultural heritage notably: "CONVENTION CONCERNING THE PROTECTION OF THE WORLD CULTURAL AND NATURAL HERITAGE - 1972" and "THE (1954) HAGUE CONVENTION ", and the UNESCO "CONVENTION ON THE MEANS OF PROHIBITING AND PREVENTING THE ILLICIT IMPORT, EXPORT AND TRANSFER OF OWNERSHIP OF CULTURAL PROPERTY – 1970", as well as the International Institute for the Unification of Private Law (UNIDROIT) "CONVENTION ON STOLEN OR ILLEGALLY EXPORTED CULTURAL OBJECTS". We also call the international community (individuals and institutions) to happening against the Syrians and their heritage.

Nous appelons le monde à protéger le patrimoine culturel humain à Palmyre des frappes aériennes, de l'utilisation du site à des fins militaires, et de dégâts et pillages illégaux. Les heures à venir seront un test pour l'humanité, une occasion d'agir avant que le crime ait lieu.
Nous demandons aux organisations et institutions internationale concernée de prendre position et d'agir concrètement contre ce qui se passe. L'UNESCO doit agir et mettre en pratique ses décisions et conventions liées à la protection du patrimoine culturel, dont la plus importante : la convention de protection du patrimoine culturel et naturel international (1972), la convention de la Haye (1954), la convention sur les moyens d'interdire et d'empêcher l'importation et l'exportation illégaux et le transfert de propriété de biens culturel (1970), ainsi que l'institut international pour l'unification de la loi privée dans sa convention sur les objets culturels volés ou illégalement exportés. Nous appelons la communauté internationale (individus et institutions) à prendre en considération ce que vivent les Syriens et leur patrimoine.

تتعرض مدينة تدمر، الحاضرة السوريّة العريقة في بادية الشام لخطر التدمير، و ذلك باقتراب تنظيم (داعش) منها و احتمال سيطرته عليها. ومع أولوية الاهتمام بالحجر و البشر، وهم الذين يتعرضون للقتل والتهجير يومياً في مختلف المناطق السورية، فإنه لايسعنا إلا إطلاق صافرة الإنذار بخصوص مدينة تدمر نظراً لما سبق لهذا التنظيم الارهابي فعله من تدمير لمدينتي نمرود والحضَر في شمال العراق.
يحيط بالمدينة عدد من المواقع العسكرية الهامّة، مما يجعل من المدينة مسرحاً للعمليات الحربية.
لذلك يجب السعي الى تحييد المدينة وأهلها ( 50 ألف + نفس العدد من النازحين إليها)، و كذلك أوابدها الأثرية.
ونحن إذ ننّوه الى البيان الذي أصدرته السيده إيرينا بوكوفا المدير العام لليونسكو ظهر اليوم من القاهره إذ قالت " يجب إنقاذ تدمر " فإننا نطالب الحكومات و المجتمع الدولي واليونسكو باتخاذ كافة التدابير الممكنه لتفعيل المواثيق الدوليه المتعلقه بحماية التراث الإنساني ولخلق آليات أكثر فعاليه ومنها السياسيه لتحييد التراث الإنساني لسوريا عن الصراع وحماية ذلك التراث.
ننوه هنا إلى أن مجلس الأمن في عام ٢٠١٢ نجح في خلق أليات ساهمت وبشكل كبير في تعبئة المجتمع الدولي والمنظمات الدوليه كاليونسكو لحماية التراث الإنساني في مالي ونعتبر أن مدينة تدمر و حرمها الأثري لا تقل أهمية عن "تمبكتو" والتي تضامن المجمتع الدولي لحماية آثارها من التدمير على يد المتطرفين.
و عليه نطالب جميع الأطراف بحماية المدينة الأثريّة خاصة من الغارات الجويّة أو من استخدامها كمقرّات عسكرية ومن اي تدمير للارث الثقافي او تنقيب ونهب للاثار. .
لعل التدخل الإنساني لوقف المقتلة السورية وحماية هذا التراث الانساني يعبر من بوابة حماية حقوق الانسان وذاكرته وثقافته.
ولعلّ الضمير الدولي المتحجّر أمام صور الموت واللجوء السوري، سيتحرك أمام الخطر المحدق بالأحجار والأبنية الأثرية حفظاً للكرامة البشرية وللذاكرة الإنسانية.

The ancient, yet still inhabited, city of Palmyra continue to be in grave danger as the forces of Daesh (IS) approach the city and will probably gain control of it. Concerned about the safety of the ancient structures – alongside our concern for the safety of the people who are being killed on a daily basis throughout Syria – we raise an alarm and call on the international community to protect Palmyra and save it. The city must not be allowed to suffer the same fate as the cities of Nimrud and Hatra in northern Iraq.
The site of Palmyra has become a scene of military operations due to the presence of a number of military installations in its immediate vicinity. It is imperative that we call for the neutralization of the city and its inhabitants – 50,000 natives in addition to a similar number of refugees residing in the city – as well as its archeological remains. As in the appeal "We must save Palmyra" issued earlier this afternoon from Cairo, Egypt, by the Director-General of UNESCO, Ms. Irina Bokova, we call on all governments, the international community, and UNESCO to take all possible measures to enforce the international conventions concerned with the safeguarding of tangible and intangible heritage and to put in place more effective mechanisms, including political ones, to safeguard the cultural heritage of Syria. In 2012, the UN Security Council successfully created effective mechanisms to mobilize the international community and international organizations such as UNESCO in protecting the cultural heritage of Mali. We consider the city of Palmyra and its archaeological remains to be no less important than those of "Timbuktu," where global solidarity successfully protected the cultural heritage of humanity from destruction by extremists.
We call upon all to protect humanity's shared cultural heritage in Palmyra from air strikes, from the use of the site for military purposes, and from any other destruction such as illegal excavations and lootings. With this human intervention, we are aiming to stop the crimes in Syria and to protect the cultural heritage, as both are part of the protection of human rights, and identity and memory of the people. The upcoming hours will be a test for the humanity to take an action before the crime happens and succeeds to preserve the historical monuments.

L'ancienne ville de Palmyre, toujours habitée, continue de courir un immense danger, lequel s'accroît avec l'approche des forces de Daesh (IS), qui s'apprêtent à en prendre le contrôle.
Préoccupés par la vie des personnes quotidiennement tuées en Syrie mais en même temps profondément concernés par la conservation et la protection des restes d'une histoire et d'une culture millénaire, nous lançons un appel à la communauté internationale afin que tout soit mis en œuvre pour protéger la ville et le site archéologique de Palmyre et empêcher ce qui serait une perte incomparable. Délaisser la ville de Palmyre revient à l'exposer au sort qu'ont récemment connu les villes de Nimrud et de Hatra dans le nord de l'Irak.
Depuis le début du conflit en Syrie, le site de Palmyre et ses alentours sont devenus des scènes d'opérations militaires, en raison des installations militaires qui y ont été aménagées. La militarisation de ce site du patrimoine mondial de l'humanité lui fait courir un immense danger. Il est donc impératif que les instances internationales appellent à la neutralisation des vestiges archéologiques, de la ville contemporaine et de ses habitants.
Dans son dernier appel publié hier au Caire en Egypte, Madame Irina Bokova, Directrice générale de l'UNESCO, a affirmé : "Nous devons sauver Palmyre". En nous fondant sur l'expression de cette volonté, nous appelons tous les gouvernements, la communauté internationale et l'UNESCO à prendre toutes les mesures indispensables pour que soient appliquées les conventions internationales relatives à la sauvegarde du patrimoine universel, matériel et immatériel et pour que soient mis en place des mécanismes plus efficaces, y compris politiques, pour sauvegarder le patrimoine culturel de la Syrie.
En 2012, le Conseil de sécurité des Nations Unies a créé avec succès des procédures efficaces pour mobiliser la communauté internationale et les organisations internationales telles que l'UNESCO pour la protection du patrimoine culturel du Mali. Nous considérons l'anicenne ville de Palmyre et ses vestiges archéologiques non moins importants de ceux de "Tombouctou," où la solidarité mondiale a réussi à protéger le patrimoine culturel de l'humanité de la destruction par des extrémistes.
Nous appelons le monde à exiger la sécurité de ce patrimoine culturel commun de l'humanité qu'est l'immense site de Palmyre. Nous appelons la communauté internationale à suspendre les bombardements aériens aux alentours de ce trésor et à demander une démilitarisation totale du site, un arrêt des fouilles illégales et des pillages organisés. La protection des pierres peut-elle être un pont pour sauver les corps ? Les prochaines heures et la capacité du monde à prendre des mesures avant que le crime devienne réalité seront un test pour l'humanité tout entière.
