The Big Story: Chest-Thumping Injuries

Following the government's chest-thumping over the Myanmar cross-border operation, where it was claimed that up to 100 militants may have been killed, unnamed official sources tell reporters from the Indian Express that only seven bodies were recovered, with less than a dozen injured. On other fronts, the government has begun to pull back from its triumphalism over what was ostensibly supposed to be a covert attack, especially since there has been plenty of pushback from various quarters, not just the militants themselves but the Myanmarese government.


Meanwhile, the home ministry has alerted states in the North East about around 20 militants crossing the border from Myanmar into India to take revenge for the Indian Army's operation. The government is attempting to prepare a plan for how to deal with the heightened state of affairs in the region at the moment, with the messaging clearly implying that additional attacks cannot be ruled out.


Events have proven to be somewhat similar to the "terror boat" incident, where the Coast Guard successfully intercepted a suspicious boat off the coast of Gujarat last year, and the government immediately attempted to spin it as a successful anti-terror operation. Later details, however, revealed it may just have been a drug smuggling operation. That operation, just like this one, was successful in its limited scope but the messaging from the government that followed it brought much more scrutiny, local and from India's neighbours, and ended up making the government look bad, despite its achievements. The same script seems to be playing out here.

Foreign institutional nvestors stepped up selling of Indian stocks, dragging down key ndices to eight-month lows on Thursday. Benchmark Nifty fell below the psychologically crucial 8,000-mark on Thursday, heightening the possibility of the index alling by 4-5% in the near-term.Sensex and Nifty have fallen 13% rom their highs in March, but analysts said market valuations have still not turned cheap as corporate earnings remain vulnera ble to sharper downgrades over the next couple of quarters.

Foreign portfolio investors net sold shares worth ` . 622.89 crore on Thursday after selling to the tune . 726 crore so far in June. In May, of ` these investors dumped shares worth ` . 5,768 crore. Sensex drop ped 469.52 points or 1.75% to close at 26,370.98. Nifty declined 159.10 points or 1.96% to close at 7,965.35. This is their lowest closing since mid-October last year. On the 50-share Nifty on Thursday , 46 fell, while four rose. Banks, auto and consumer durables led the fall on Thursday . "We have entered into bear market territory as markets over the past one year has given negative returns in dollar terms," said Shankar Sharma, vice-chairman & joint managing director, First Global. "The market environment is looking very worrisome, and we may get into trouble unless RBI considers further interest rate cut and favours growth against inflation".

Various investment pundits felt the worst was over after the recent fall citing cheaper stock valuations. But, the math just doesn't add up. Increasingly, there is a feeling that the consensus earnings estimates for 2015-16 is stretched. According to Bloomberg consensus earnings per share estimates for Sensex in 2015-16, the index could deliver 1,747. But for this, earnings have to grow at 39% in 2015-16, which appears to be a Herculean task in the current economic scenario, said analysts. In 2014-15, Sensex earnings per share had shrunk 12% over the previous year. "A new and sustainable bull market will likely begin when corporate earnings growth moves back to a secular double-digit growth" said Abhay Laijawala, managing director and head of research, Deutsche Bank. "Double-digit growth may be difficult in the current environment of low inflation and subdued economic growth".

Last year, investors and analysts were betting on corporate earnings picking up from the June quarter of this fiscal. But, with earnings downgrades showing no signs of abating in a comatose economy , analysts have pushed expectations of a recovery by at least a year. "While markets have corrected, reflecting some reset of growth trajectory expectations, we believe market expectations in terms of pace of growth recovery need a further reset downwards, leading to continued near-term consolidation," said Gautam Chhaochharia, research head, UBS. The foreign brokerage cut its December Nifty target to 8600 from 9200 on Thursday , joining the list of firms that have cut the yearend target for Indian stocks on account of concern over delay in growth revival. Earlier, Citi, UBS and HSBC also lowered their equity index targets.

"The current consensus estimates are too high and one should not expect more than a lower end of double-digit revenue growth (10-12%) in the current fiscal," said Raamdeo Agrawal, joint managing director of Motilal Oswal Financial Services. "The government has taken serious initiatives and if these initiatives are executed as per plans, the corporate earnings may witness over 15% growth in earnings in FY2017," he said.

MIND YOUR WORDS While strike was laudable & executed with perfection -as done many times in the past -excessive hype could be counterproductive

The government's postevent handling of the strike on militant camps in Myanmar has come under criticism from the military community as well as operators on the ground, with a view emerging that further operations could be jeopardised due to excessive chest thumping and open statements by ministers scampering to gain political mileage.

Several top retired officers, serving generals and strategic thinkers ET spoke to conceded that while the strike itself was laudable and executed with perfection -as has been done several times in the past -the excessive hype created could be counterproductive to further operations in Myanmar. Also, the extent of information shared --mostly by over eager bureaucrats and often in contradiction to the ground claims of the Army -is an exception from the norm where such operations are kept under tight wraps and bare minimum details shared.

"I am absolutely & totally amazed at the manner in which the recent crossborder Special Operation is being bandied, being commented upon & being publicised! If indeed, it was meant to be a clandestine behind-theenemy-lines Special Operation, I am shocked that detailed information about the planners, their movements, the plan itself & the execution parameters of the Heliborne Special Ops are being flashed," former Air Chief FH Major told ET.

While lauding the military operation and the will of the government to strike back, Major said "normally, any such operation is planned and executed on a very strict `need to know' basis -and the planning and execution parameters are never discussed outside a close planning group."

Within the Army, strict instructions have been passed to units and officers to clamp down on information related to the operation after a few photographs purportedly of the participating soldiers did the rounds in social media. While the army is refusing any comments barring the statement made on Tuesday that did not give any specifics, information and details have kept on tricking in, largely from officials in volved in internal security .

Counter insurgency expert and Research Fellow at the Institute for Defence Studies and Analyses, Col Vivek Chadha, told ET, "The entire establishment and media have gone overboard to give their versions of the story which is likely to create more harm than good to the overall effort." He said "systematic leakage of information is unparalleled in the history of counter-insurgency operations".

"By going a little over board in their comments India also seems to have pushed Myanmar into a corner and somewhat forced them to issue a contradictory statement, and this does not augur well for further countert e r ro r i s m c o o p e r at i o n w i t h Myanmar," a senior army official in the Eastern Sector told ET.

The comments, military leaders who have directed and executed counter insurgency and cross border operations say, could be an embarrassment for the Myanmar government that has been cooperating in such strikes in the past.

"The whole publicity , specially the statements by Rathore are ridiculous and juvenile. This will come back to haunt us. The Myanmar government has been embarrassed with the details getting out and the fact is after their cooperation with us that extends back many years, it is not warranted.They will have serious objections," former Northern Army Commander Lt Gen HS Panag told ET.
